Prelude to Deputy Steve Austin’s Investigation on behalf of Brian Hubbard
July 29th 2020 – Truck Harassment Incident.
Steve Marshall began digging a drainage ditch alongside the right of way on the Marshall property. Norman Cummings almost immediately got in his truck and began creeping the truck up behind Mr. Marshall. He had plenty of room to pass Mr. Marshall but just kept creeping the truck up. for every inch progress made on the ditch Norman would move the truck up behind Mr. Marshall an inch more. When Mr. Marshall had had enough he approached the trucks driver side window and asked “can I help you with something? Norman stated that he had to get by. Mr. Marshall told him to go by. Norman just sat there. Mr. Marshall stepped onto the running board of the truck, there were some words and Norman reached between his legs and leaned over to get his gun. Mr. Marshall told him if he pulled it he would have it taken away, be pistol whipped with or have it shoved up his ass and the trigger pulled. Mr. Cummings put the gun back and slowly brought his hand back up. While Mr. Marshall was still standing on the running board of the truck Norman drove off going around the wheelbarrow and tools proving he could have done this the entire time. This all occurred on the Marshall property and is likely why Deputy Austin did not press charges. Mr. Cummings was filming the entire incident on a pink cell phone and upon Norman driving away his wife Angie came out of the Cummings residence and screamed your going to Jail now. With the cell phone and Angela Cummings Screaming when she could not have seen what was happening, it is apparent that this was a planned attempt at criminalization. Mr. Marshall called Brian Hubbard and informed him that If he had to sue Norman he would sue him as well.

July 30th 2020 – Additional Harassment.

On August 7th Deputy Steve Austin came out and began photographing the Marshall property. He told Donna Marshall that this was an investigation on a valid complaint.

On August 7th 2020 Deputy Steve Austin was seen by Ariana Marshall photographing our property at 140 Riverside Drive in Stuart. She called her Mother Donna Marshall who returned home and ultimately confronted the Deputy. Deputy Austin claimed that he had a valid complaint that he was investigating.

On Feb 14 2022 Stephen Marshall filed the following freedom of information act requests with the custodian of records at the Patrick County Sheriffs office.

All records seem to have vanished. It is important to note that they did not deny my request and Instead claimed that no records exist. If the Cummings in fact made no complaint that means Deputy Brian Hubbard made the complaint.
